Deciding whether to balance or not is a difficult decision for all levels of player. Balancing decisions often come down to maximizing your score.
It's okay to bid to a contract that will not make as long as it won't go down more than the cost of the opponent's contract. You also have to consider whether or not the opponents are likely to be able to double you in that contract. Often, the best result of balancing is to force the opponents to play one level higher and go down in that contract.
