Puppet Stayman over 2NT

Playing today my partner opened 2NT and the following is my hand. We do play puppet. Should I just transfer to Hearts or bid 3 C?

A: Actually, this is why I don’t like Puppet over 2NT. There is no way to handle 5-4 in the majors.
So, just a guess. There is no right answer with this one. Even if you transfer, do you pass or bid 3NT next?
What is 2N-3D-3H-3S – does that show this hand?
