Is a Jumpshift by Opener to 2NT Forcing?

Larry,
Some books say that after a sequence such as 1 heart, 1 spade, 2NT the 2 NT is forcing (beginning and intermediate lessons) . Others say that the 2nt BID (18-19 POINTS) is not. Help..................we have been going round and round for weeks.
A: Some issues in bridge are debatable and can be treated in different ways.
This is NOT one of them.
The 2NT rebid is 18-19 balanced and is categorically not forcing. A 100% NO. Responder can surely pass with garbage.
I would be curious to know which book said otherwise --
