When you open 1NT or 2NT, you are narrowly defining your hand. Whether the range is three points (typically 15, 16, 17) or two points (20 or 21), you don't have a lot of wiggle room. When partner makes an invitational bid, then, you shouldn't just look at point count. You need to evaluate whether you have a good hand or not based on any information from the bidding and also based on the non-point aspects of your hand.
Do you have a lot of queens and jacks? Bad. Lots of 10s? Good. 4-3-3-3 shape? Bad. 5-card suit? Good. Good 5-card suit? Even better.
