1. Just barely. At these colors, I'd like to have a bit more in HCP or a better suit, but I can't stand to pass. 1 might get us into a makeable contract and might direct the winning lead for partner. Also, it makes it harder on the opponents than if I were to pass.
No, I would not be thrilled to see it continue Pass-Pass-Double-All Pass -- down 1100 or so.

8. You hope partner has another spade(s). By playing low, you maintain communication. You do want to encourage (the 8, your highest spot card to signal with). A likely layout is as below:
If you play a high spade at trick one, you have ruined your chance to run the spades. Let declarer win the first round and hope partner gets in to play his other spade so you can take 4 spade tricks instead of only 2.
This common situation is easier to envision if you were the one on opening lead with this suit. Against notrump, you would lead a low spade -- not a high one. So, do the same thing here in 3rd seat to maintain communication with your partner.
